另外在提到的《Getting to Grips with Cold Weather Operations》中也没有对 COLD WEATHER CONDITIONS 的严格定义。

Q
Even there're some sections related to cold weather in FCOM and FCTM, the definition of "Cold weather" can not be found in those manual.
Is it the same with "Icing condition"?
A
COLD WEATHER CONDITIONS refers to all the atmospheric environment existing conditions such as FROST, ICE and/or SNOW, SLUSH that can form on AIRCRAFT or ENGINES.
Therefore, the Cold Weather Procedures in the FCOM Supplementary Procedures should be applied in case of cold weather operations when ice, snow or frost may accrete on the airframe. This accretion may happen in case of Icing Conditions i.e. when Outside Air Temperature (OAT) is at or below 10°C, and visible moisture of any form is present such as clouds, fog with 1600m visibility or less, rain, snow, sleet or ice crystals.
