MEAN?<\/p>\n<p>\u4e94\u5341\u5e74\u4ee3\u521d\uff0c\u7531\u4e8e\u53d1\u52a8\u673a\u53ef\u9760\u6027\u8f83\u5dee\uff0cICAO\u89c4\u5b9a\u5355\u53d1\u5907\u964d\u4e0d\u80fd\u8d85\u8fc790\u5206\u949f\uff0cFAA\u89c4\u5b9a\u66f4\u52a0\u4e25\u683c\uff0c\u53ea\u670960\u5206\u949f\u3002\u540e\u6765\u968f\u7740\u6280\u672f\u8fdb\u6b65\uff0c\u53d1\u52a8\u673a\u53ef\u9760\u6027\u5927\u5927\u589e\u5f3a\uff0c\u8fd9\u4e2a\u9650\u5236\u4e5f\u5c31\u968f\u4e4b\u4fee\u6539\uff0c\u8fd9\u5c31\u6709\u4e86ETOPS\u3002\u5230\u76ee\u524d\uff0cETOPS\u4e3b\u8981\u662f180\u5206\u949f\u53ca\u4ee5\u4e0a\u7684\u8fd0\u884c\u3002<\/p>\n<p><!--more--><\/p>\n<p>ETOPS\u5728\u53d1\u5c55\u4e2d\u4e5f\u4f34\u968f\u7740\u4e00\u4e9b\u5b9a\u4e49\u548c\u540d\u79f0\u4e0a\u7684\u8fdb\u5316\u3002EASA\u4ecd\u7136\u4f7f\u7528 ETOPS \u8868\u793a Extended Twins OPerationS\u3002FAA \u5219\u7528 ETOPS \u8868\u793a ExTended OPerationS\uff0c\u4ee5\u8986\u76d6\u66f4\u591a\u53d1\u52a8\u673a\u7684\u8fd0\u884c\u3002ICAO \u53d1\u5c55\u51fa EDTO\u7684\u6982\u5ff5\uff0cExtended Diversion Time Operations\uff0c\u4e0e FAA \u4e00\u6837\uff0c\u4e5f\u662f\u7528\u6765\u8986\u76d6\u66f4\u591a\u53d1\u52a8\u673a\u7684\u8fd0\u884c\u3002\u540c\u6837\u7684\uff0cEASA \u4e5f\u4f7f\u7528 LROPS\uff0c\u5373 Long Range OPerationS AREA OF OPERATIONS<\/p>\n<p>2.1 IS ETOPS NECESSARY?<\/p>\n<p>\u822a\u7a7a\u516c\u53f8\u662f\u5426\u9700\u8981 ETOPS\u00a0\u8fd0\u884c\u53d6\u51b3\u4e8e\u5176\u822a\u7ebf\u3002\u5982\u679c\u6240\u6709\u53ef\u7528\u673a\u573a\uff08\u53ef\u80fd\u7684\u5907\u964d\u573a\uff09\u4e4b\u95f4\u6709\u8d85\u8fc7\u89c4\u5b9a\u65f6\u95f4\u7684\u5c31\u5fc5\u987b\u8981\u4f7f\u7528ETOPS\u3002\u5bf9\u53cc\u53d1\u6765\u8bf4\u662f60\u5206\u949f\uff0c\u5bf9\u53cc\u53d1\u4ee5\u4e0a\u6765\u8bf4\uff0c\u53d6\u51b3\u4e8e\u5404\u56fd\u5c40\u65b9\u89c4\u5b9a\uff0cICAO\u5efa\u8bae\u662f180\u5206\u949f\u3002<\/p>\n<p>2.1.2 What is an adequate
